Otay Municipal Water District Paseo Ladera Waterline Repair

Project Overview

Scott Reilly of Reilly CM worked for Otay Municipal Water District on an emergency project called the Paseo Ladera Waterline Replacement project.  An existing 16-inch DR-14 C905 PVC Pipe had burst in the middle of the night and ruptured the existing AC pavement sending a significant amount of water down Paseo Ladera to Telegraph Canyon Road.  Cass Arrieta was contracted within days to work on a time and material basis that Scott Reilly managed on a daily basis to remove and haul away all the damaged AC paving and aggregate base and PVC piping, install new PVC piping and reconstruct the roadway.  Scott was integral in documenting all labor, equipment, material and subcontractors used by the Contractor to reconstruct the pipeline and roadway.  Insurance companies required very detailed daily reporting and Scott delivered.  Over a period of 45 days, all existing damaged paving and base was removed and hauled offsite, 700 LF of new 16-inch pipeline trench was excavated and new PVC pipeline was installed in strict conformance to Otay Water District specifications.  This included use of high deflection couplings to deflect the pipe around curves in lieu of using the bell of the pipe and compacting the haunches with SE30 sand backfill with smaller whackers to ensure tight compaction took place from the bottom of the pipe to the spring line or middle of the pipe.  The pipeline was flushed, chlorinated, pressure tested and BAC-T’d before the upstream and downstream connections were made.  Water significantly damaged the existing pavement and base so the Contractor installed 18-inches of new aggregate base and 6-inches of AC Paving in accordance with City of Chula Vista standards.  In one particular area near the bottom of this four lane roadway, the subgrade was determined to not be firm and unyielding so Tensar TX7 Diamond Grid HDPE stabilization fabric was installed before placing the aggregate base.  Specialized grading and paving equipment were mobilized to finish grade the base before placing two lifts on AC Paving to a 6-inch thickness.  Portions of the roadway required a 2-inch grind and AC overlay to ensure a consistent roadway from top to bottom.  The roadway was then striped with white and yellow lines that existed before the replacement.
