City of Escondido Harmony Grove to Broadway Brine Line Project
Project Overview
Reilly CM was the Construction Manager/Resident Engineer on the City of Escondido’s $5.9M Brine Line Pipeline – Harmony Grove to Broadway project managing every aspect of construction management on this 365 calendar day contract. The project involved the installation of approximately 2.3 miles of 15-inch PVC brine line pipe using open cut and jack & bore installation methods along the Escondido Creek channel, the Indian Rail Trail and the public ROW including manholes and two fiber optic conduits from Harmony Grove to Broadway. The work included compliance with a Caltrans encroachment permit, NCTD right-of-Entry permit, SWPPP environmental mitigation measures, compliance with the project MND including archaeological and Native American monitoring requirements. The project was funded through the SRF (State Revolving Fund) which required auditing and quarterly reporting of progress and issue resolution measures. Much of the pipeline was installed in very tight travel ways along the Escondido drainage channel and Indian Rail Trail.
