Reilly Construction Management focuses on delivering successful and award-winning completion to capital improvement water/wastewater infrastructure projects throughout Southern California. Reilly CM believes in a comprehensive planning approach to all projects, beginning long before the work begins in the field. This approach to the pre-construction period benefits both the client and the general contractor. Reilly CM provides Construction Management services for owners who wish to take the day-to-day management of a project off of their desk and place it onto ours.

Closely managing schedule, cost, safety, materials, and subcontractors provides owners the peace of mind that their project goals will be reached. This service starts with pre-construction budgeting and scheduling and ends when the owner's goals have been met. Let us use our experience and knowledge to help make your next project a success. Reilly CM can provide CM-only services while the client provides staff for inspection. Reilly CM inspection staff have significant experience as a general contractor and owner's representatives.

Scott Reilly, CCM - Owner

Over 35 years in the waterworks industry, dedicated mostly to the San Diego region. CMAA Certified Construction Manager, B.B.A., Business Administration University of San Diego, 1987, Harvard Business School – Leading Professional Services Firms, 2009, Engineering and Construction Leadership Workshop, 2008, NAVFAC (AGC) Construction Quality Management for Contractors, OSHA 10-hour and Confined Space Certifications. Scott is also a Division 1 football official for the Big XII Conference. He ensures compliance with the rules within the spirit of the game.

Reilly Construction Management believes it helps to take a positive approach to conflict resolution, where discussion is courteous and non-confrontational, and the focus is on issues rather than on individuals. If this is done, then as long as people listen carefully and explore facts, issues, and possible solutions properly, conflict can often be resolved effectively. Experience

Mr. Reilly has varied experience in the Southern California waterworks industry, serving as a Vice President/Principal in Charge/ Project Manager/Construction Manager/Resident Engineer/Inspector, with a specific emphasis on the facilitation and coordination of municipal and federal infrastructure improvement projects. Mr. Reilly has experience facilitating effective team communication and resolving issues on construction projects, including water and wastewater treatment facilities, hydroelectric facilities, pump stations, reservoirs, pipelines, and public buildings. He has served as Project Manager on previous As-Needed contracts managing multi-disciplined teams on multiple concurrent task orders for clients, including San Diego County Water Authority, the City of San Diego, Marine Corps Base Camp Pendleton, MCAS Miramar, City of Escondido, Elsinore Valley MWD, Padre Dam MWD, Otay Water District, Rincon Del Diablo MWD and Vallecitos WD.

Mr. Reilly has been recognized for his ability to troubleshoot construction issues on Water Infrastructure projects and find partnering solutions to difficult problems, doing his best to arrive at win-win outcomes. He manages the entire CM team and ensures to work within CM budgets, communicating in a transparent fashion with all stakeholders to finish projects successfully.
